Dick Wolf‘s FBI franchise is expanding its playbook with the arrival of a new spinoff, CIA.
CIA stars Lucifer alum Tom Ellis as Colin Glass, a slick, crafty operative who teams up with square FBI Special Agent Bill Goodman (Nick Gehlfuss) on a joint task force. “Together they will work covert operations in New York, uncovering international plots, terrorist cells, and geopolitical secrets,” reads the synopsis. “On CIA, Bill will learn the rules of this murky world on the fly as Colin leads him deeper into spy games where only one thing is clear — their work keeps America safe, even if no one will ever know what they did in the shadows.”
The Feb. 23 debut of CIA — formerly known as FBI: CIA — comes less than a year after CBS canceled FBI: International and FBI: Most Wanted. The flagship series, which debuted in 2018, is currently in its eighth season.
Though the franchise is smaller than it used to be, showrunner Mike Weiss is still promising several crossovers between FBI and CIA. “We’re hoping to do as much crossover as possible between the two shows,” he told TV Insider. “We love the idea of an expanded Dick Wolf FBI New York Universe.”
Jeremy Sisto’s Jubal Valentine will appear in the CIA premiere, and Deadline reported that his FBI costars Alana De La Garza and Missy Peregrym will also factor into the covert operations of the new series.
Let’s get to know the faces who will be headlining CIA week to week. Read on to see who’s who on CIA — and where you’ve seen them before.
Tom Ellis as Colin Glass

The devilish glint in Tom Ellis‘ eye was put to good use on Lucifer (2016–2021), on which he starred for six seasons as the titular Lord of Hell. Prior to that breakout turn, he starred on several British series, including Suburban Shootout (2006–2007) and Miranda (2009–2015).
Recently, the Welsh actor also appeared in the cult hit Tell Me Lies (2024–2026), as well as a pair of 2025 releases: Netflix’s The Thursday Murder Club and Hulu’s Washington Black.
Here, Ellis leads the series as Colin Glass, a CIA agent who’s described as “secretive and roguish,” someone who likes to play by their own rules.
Ellis revealed to the New York Times that Wolf decided to make Colin British after speaking with the actor about the role. “[It’s] actually a wonderful tool for him to have in his armory,” Ellis said. “Because the CIA can’t operate properly on U.S. soil, he doesn’t have a gun. He doesn’t have anything to protect himself apart from his guile.”
Nick Gehlfuss as Bill Goodman

Nick Gehlfuss appeared on episodes of Blue Bloods (2011), Shameless (2014), Longmire (2014), and It’s Always Sunny in Philadelphia (2015) before leading Chicago Med (2015–2023) as Dr. Will Halstead, a role he played for eight seasons.
Gehlfuss’ rigid, rule-following Bill Goodman serves as a foil to Colin’s renegade, acting as an FBI liaison to the CIA.
“I think Bill was very apprehensive going over to do this because he’s living his dream job in New York being FBI,” Gehlfuss said in an interview with Parade. “I mean, this is a guy that has a law degree and two tours in Afghanistan and was made for this type of law enforcement. But there’s this thing that his superior tells him about and that could be a major career move for him… a career maker.”
As you might expect, Colin and Bill begin to bring out the best in each other as they meld their differing approaches to law enforcement. Speaking with Parade, Ellis called the pair “quite a prolific team.”
Necar Zadegan as Nikki Reynard

Necar Zadegan memorably played First Lady-turned-president Dalia Hassan on season 8 of 24 (2010). From there, she landed leading roles on Girlfriends’ Guide to Divorce (2014–2018), NCIS: New Orleans (2018–2021), and Mayor of Kingstown (2021–2025).
Now, she helps lead CIA as Nikki Reynard, a former agent who’s traded work on the field to serve as the deputy chief of the CIA’s New York station.
“She’s decided now to come on and take a more kind of stable job, let’s call it, and also work with a team, which she seems to be taking to quite well, but those things offer challenges and offer for her character uncertainty all the time,” Zadegan told TV Insider. “We’ll see how she gets sucked back into the field, and so we’ll get to do a lot of undercover stuff, and it’ll be very fun fantasy, spy storytelling.”
Natalee Linez as Gina Gosian

Natalee Linez knows her way around a procedural, having previously guested on episodes of 9-1-1 (2022), CSI: Vegas (2023), NCIS: Hawaiʻi (2024), and Chicago P.D. (2024–2025). You may also recognize her as Jessica Figueroa from Power Book III: Raising Kanan (2021–2025).
On CIA, Linez plays Gina Gosian, an analyst dispensing intel to agents in the field.
“She definitely has her eye on working her way up the ranks, but she’s young, so she understands that she’s got to put the work in,” the actress told TV Insider. “If someone wants to put something on her desk, she is down to do it. She’s not going to pass it off to anyone else. She wants to show that she’s ready for anything that’s thrown her way. She likes to anticipate the needs of Colin, of Nikki, of Bill.”
Jeremy Sisto as Jubal Valentine

Jeremy Sisto cut his teeth in movies like Clueless (1995) and White Squall (1996) before joining HBO’s Six Feet Under (2001–2005) as the volatile Billy Chenowith. He’s remained prolific in both film and on TV over the past two decades, and was tapped to lead FBI in 2018 as Special Agent in Charge Jubal Valentine.
Sisto’s Jubal will help kickstart the story of CIA by recommending Bill to Nikki when she comes asking for an FBI agent to join their team. It’s not just a one-off guest spot, though.
“Bill’s assignment is not as simple as it appears and Jubal knows a little bit more than Bill does about what he’s actually signing up to do,” Weiss told TV Insider.
