The Abu Dhabi Department of Culture and Tourism has announced the launch of a pioneering duty-free art program. This program aims to position the UAE as a globally trusted and forward-looking destination for the long-term housing, preservation, and display of high-profile artworks. The initiative establishes a framework that prioritizes governance, legal clarity, and institutional oversight as the foundations of participation.
Abu Dhabi developed this program within the context of a broad cultural strategy. It provides a unique framework for wealthy collectors and family offices seeking secure and expertly managed safekeeping of significant artworks valued at a minimum of AED 10 million (US$2.72 million). Furthermore, the program guarantees due diligence, documented provenance of the artworks, transparent ownership, and compliance with all applicable laws and regulations.
The customs exemption program applies to artworks that remain in Abu Dhabi for at least three years and offers collectors considerable flexibility thanks to a six-month export window. Initially, the program focuses on regulatory certainty and structured oversight, but additional services will be gradually developed in the following months. Participants will also have the opportunity to make their artworks available for scholarly studies, research, and curated public engagement.
An expert panel comprised of international specialists reviews the applications, ensuring they comply with program standards and the Abu Dhabi Department of Culture and Tourism’s commitment to safeguarding exceptionally important cultural assets. These reviews are part of a comprehensive governance approach designed to enhance transparency, traceability, and responsible participation. A dedicated digital portal will allow collectors and family offices to submit expressions of interest, access program details, and connect directly with advisory experts.
With this program, the Abu Dhabi Department of Culture and Tourism is strengthening the emirate’s position as a global cultural capital, offering not only world-class museums and institutions but also the necessary framework to protect and celebrate significant private collections. The approach is characterized by the department’s meticulous work and clarification of regulations in advance. In this way, solid political foundations support long-term cultural development.
This initiative aligns with a long-term strategy to develop the cultural and creative sectors, deepen international partnerships, and promote responsible and future-oriented cultural investment. Its success will be measured by the integrity of its regulations, effective oversight, and adherence to internationally best practices. Through this stable and transparent regulatory environment, Abu Dhabi aims to support art collectors in preserving their heritage and contribute to global cultural understanding.
Applications for the program will open on the official digital portal. This will allow collectors and family offices from around the world to contact the program team and begin the eligibility assessment. Interested parties can request further details.
